Manufactured homes require an engineer-approved permanent foundation that meets the Housing for Urban Development (HUD) guidelines in order to obtain financing.  This is usually accomplished after a foundation inspection, when a licensed professional Engineer determines it meets the HUD Permanent Foundations Guide for Manufactured Housing (Sept 1996)  guidelines.

HUD Foundation Inspection

HUD foundation inspections for manufactured homes are normally required by Fannie Mae, Freddie Mac, the Federal Housing Administration (FHA),  United States Department of Agriculture (USDA), Housing for Urban Development (HUD), the Veteran’s Administration (VA) and other financing programs.

Manufactured Home Defined

A manufactured home is a structure built on a permanent chassis, transportable in one or more sections that are no more than 8 feet wide and 40 feet long, or 320 square feet when erected on the site. It is designed to be used as a dwelling and contains plumbing, heating, air-conditioning, and electrical systems. The category does not include recreational vehicles (RVs), structures designed for temporary living, or modular homes.

NY State Foundation Certifications

We inspect the foundation and the installed components of the manufactured/mobile home foundation. Our Professionally Licensed Engineers determine if the foundation is in compliance with the FHA, HUD, VA, and/or Conventional loan requirements, and then an engineering report of foundation compliance is issued by the engineer.

FHA Foundation Inspection

The FHA requires that the foundation for new and existing manufactured homes be designed and sealed by a licensed, Professional Engineer. The design must comply with FHA guidelines which follow the HUD Permanent Foundations Guide for Manufactured Housing (Sept 1996). For existing homes, a licensed, Professional Engineer is required to certify that the foundation meets the FHA requirements. The FHA requires in part that a permanent foundation must be

“constructed of durable materials (concrete, mortared masonry, and treated wood) and be site built. It shall have attachment points to anchor and stabilize the manufactured home to transfer all loads to underlying soil or rock. The permanent foundations shall be structurally developed in accordance with this document or be structurally designed by a licensed, Professional Engineer.”

Although the design must comply with the manufacturer’s instructions, doing so does not guarantee that it complies with the HUD Guide. Fannie Mae and Freddie Mac Foundation Inspection

Fannie Mae  and Freddie Mac loans may have a lower minimum foundation requirements. Check with your loan officer to be sure, but from what I have found, they only require an engineer’s letterhead and certification statement that the home is permanently affixed to a foundation system consistent with other homes of this type, is equipped with proper tie-downs, and has had the wheels, axles, and towing hitches removed.

If your manufactured home foundation does not pass the inspection certification we can provide engineer designed retrofits and repairs for non-compliant homes. The engineered design and instruction will help you to bring the foundation into compliance. After the repairs are made, schedule re-inspection to confirm proper repairs have been made and if so the foundation can then be certified.
